Reducing Poverty By Planting Jatropha
	A democratic government is basically fully responsible for its population needs and prosperity. In the governance process, the citizens hold a strategic position because they own the right to be served by the government. Since the administration of Susilo Bambang Yudhoyono, the government is very much concern to hold farm revitalization in order to reduce poverty level. This poverty matter is a serious problem that has to be handled by the regime. Indonesia has to stand alone to increase of fuel price on October 2005. To overtcome this, new policies are issued by the central government especially about the increasing of the marginal population income in rural areas. We often see in the media about the farm revitalization program, exposed in various forum in central or local areas. But the implementation process has not finished or even decrease the poverty level in rural areas. The farmers can only enjoy their harvest partly, it can't make their financial condition better. From field survey, we can conclude that each year, the amount of farmer is getting less, this might be caused by the decreasing of vacant land or mismanagement.
	What about the benefit of Direct Subsidy?
	If we pay attention to civilians learning process to become a subject in full development, we will see that in reality, the civilians are often designed just as consumers. Take into consideration the goverment policy in increasing the fule price, from the income part, some are plotted to be a budget of Direct Subsity for the compensation of increasing fuel price from several poverty-help program such as GAKIN, BLT, JPS, BOS, etc. These projects focused into direct assistance which design the civilians just as consumer who always wait what the government will give. This direct assistance is in fact not helping to reduce the poverty level at all. It even increase it. Why? Because it is actually blocked creativity. The government gave them fish instead of fishing rod. There for, this writing is basically persuading all people who concern about this matter to rethink the basic idea of stopping poverty especially by the planting of Jatropha. For the evaluation, we need to use the internal and external communication forum and set up interactive dialog in certain forum, perhaps by cooperating with information-telecommunication vendor to vacilitate as a part of social responsibility. Is government program to supply the natural oil has been socialized to the lowest level of the whole population in East Java. How responsive is the local government? Are they responding more enthusiastically or less enthusiastically? Is there any other opinion? What about the marginals? Is Jatropha or coconut more suitable to be developed? The big task will never work in government alone. Objective input from the interactive communication media might work better. Focused on how the direct subsidy program can educate the people of Indonesia as the subject of the development, not just wait or as a form of addict to direct subsidy in cash form.
	Farm Revitalisation, Throuth the Development of Natural Resources
	Along with the farm revitalization, it is better that the government cooperate with the other stakeholder in a cooperation designed to empower the civilians instead of spoiling them with cash from direct subsidy program, all the program will be conducted as accountable as possible, from socialization budge, land identification, until the one who will be reponsible form the distribution. The government is obviously responsible forhaving the research of various plants that could be beneficial for human beings and support the natural fuel program. The empowerment could be taken by involving local person, religious group, local organization, peer groups. Etc because these local actors are the one who knows exactly the condition of their are. It's already the time to change the subsidy pattern from something spoiling into something productive. Indonesia is very potential country with a wide variety or natural blessings. It would be such a pity for us if we can not manage all these blessings well.
	Jatropha Plantation as an Effort to Reduce Poverty
	From about 50 kinds of natural resources that can be used to produce biofuel, Jatropha is the most productive to be developed by the marginals. Some Advantages we can gain : Jatropha has a high productivity score, can also function as barrier to prevent erosion and fix the soil. The biofuel production from Jatropha is more beneficial because it is cheap, environment friendly, involving many people, simple technology, plants are familiar and the raw material potention and market is still huge. The development of biodiesel based on Jatropha will accelerate the plantation in almost all kind of soil so this will help the government to develop civilians autonomy. The biodiesel program will provide job opportunity which will help lowering the unemployment level, reducing poverty and build rural economic growth. The biodiesel program will strengthen the rural economy since the local people can grow it up and use it for their own need, so they do not have to depend on the supply of fuel.
	SOME SUGGESTIONS THAT NEED TO BE CONSIDERED BY LOCAL GOVERNMENT
	Making a Jatropha Center That Provide :
	Identification of critical land/marginal and people yard cooperating with all local government all over Indonesia. Make a sample area and providing seeds so that the local people can access them efficiently. Give tutorial and assistance and grow enthusiasm simultaneously in seedling techniques, cultivation, seed producing techniques and distribution. All the benefit that we can get from all part of the plants so that the plants could be used efficiently and the local people can help to increase local economic growth. Supporting government program in Agriculture to accelerate society empowerment in energy sources diversification, one of them is the preparation of raw materials needed in the production of Biodiesel in order to reduce the poverty level in East Java. .
